This procurement exercise will lead to a multi supplier Framework Agreement. The Framework will be for the provision of Financial Services. The Framework will be awarded as a single lot, with Bidders being required to meet all aspects of this Technical Specification.

Client Trusts will seek providers of financial services to include:

Transactional Services:

— Accounts Payable

— Accounts Receivable

Core services:

— Fixed and Capital Assets Accounting and Reporting

— Balance sheet

— Cash Allocation and Bank Recs

— Treasury and Cash Management

— Funds Held on Trust

Not all clients may require the full extent of these services; however potential providers must be able to offer all of these services.

The Countess of Chester Hospital NHS Foundation Trust will incorporate a standstill period at the point information on the award of the framework agreement is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the framework agreement is entered into The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
