II.2.4)Description of the procurement:

This tender is being run following the Competitive procedure with negotiation in accordance with the Public Contracts Regulations 2015, 2015 Nº 102, Part 2, Chapter 2, Section 3, Regulation 29). A selection questionnaire will be issued to asses bidders competency, capacity and experience, this will need to be completed and returned, at which point it will be evaluated, a short list of contractors will at that point be invited to tender. As permitted with the Competitive procedure with negotiation the council reserves the right to award the contract on the basis of the initial tenders without negotiation. This right will only be enacted if the top ranked contractor at ITT stage has submitted a sufficiently comprehensive tender.
