The tender is to establish a framework agreement contract for the supply of electrosurgery generators and consumables and related services. The framework agreement contract will provide a range of disposable and reusable electrosurgery items. The framework agreement contract will also include training and clinical support for implementation and through the lifetime of the contract. This is a committed spend framework agreement contract exercise for defined Trusts who have agreed to participate by entering a call-off contract under the framework agreement with the ability thereafter to add additional beneficiaries on a direct award basis provided that those beneficiaries can meet the commitment terms and conditions required. The duration of the framework agreement contract will be for 3 years, with the option of extending for up to 12 months.

The framework agreement will provide a range of electrosurgery generators and consumables. The framework agreement will also include training and clinical support for implementation and through the lifetime of the framework agreement.

Terms and conditions/Activity Based Income (ABI):

Tenderers attention is drawn to the fact that the proposed framework agreement to be entered into with HTE contains the following obligations on tenderers, which are non-negotiable:

— payment of an activity based income management charge (ABI) of [3] % of the value of invoices issued by the successful tenderer to the beneficiaries pursuant to the framework agreement,

— provision of monthly management information detailing the goods/services supplied to beneficiaries pursuant to the framework agreement, and

— allowing HTE to carry out audits of invoices issued to beneficiaries no more than once per quarter.

HTE will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision.
